Do I need a permit for scaffolding or a skip in Glasgow?

The short answer
Yes, if the skip or scaffold sits on a road or pavement. Glasgow City Council charges £54 for the first week for a skip outside the city centre (£90 in the City Centre) and £341 for the first month for scaffolding. Going without a permit can lead to a £139 fixed penalty. A skip on your own driveway or garden does not need a council permit.
Key points
- Any skip or scaffold on the public road or footway needs a council permit.
- The skip hire firm or scaffolding contractor usually applies, but check the price includes it.
- Fees are higher in the City Centre than elsewhere in Glasgow.
- The fixed penalty for no permit is £139.

Who applies for the permit
In practice, the skip hire company applies for skip permits and the scaffolding contractor applies for scaffold permits, then adds the fee to your bill. That is the safest route, because they know the conditions on lighting, barriers and signage.
Always ask, in writing, whether the permit is included in the quote. A suspiciously cheap scaffold price sometimes leaves it out. A firm that refuses to get a permit is a warning sign; see our guide to spotting rogue roofers.
When you do not need a permit
- A skip placed entirely on your own driveway or garden.
- Scaffolding that stands entirely on private land, such as a back court, although owners of shared ground must agree.
- Small ladder work that does not obstruct the footway.
In a tenement, the back court is usually owned in common, so get the other owners' agreement before anything is placed there. Our tenement roof guide explains how owners make decisions.
Allow time before work starts
Permits are not instant. Apply well before the work is due to begin, especially for scaffolding on busy streets, where the council may set conditions about pedestrian access, lighting or traffic management. If the job runs over, the permit must be extended, so build a little slack into the dates.
Roof repairs, chimney work and external painting on tenements all usually need scaffolding. Our roofers table and painters and decorators table list the firms we rate highest in Glasgow.
